1 Title
1.1 The Club is to be known as “Watton Wheelers Cycling Club”.

2. Object
2.1 The object of the Club is to provide cycling rides and social events for its members and guests.

3. Membership
3.1 Membership will include single membership and family membership

4. Management
4.1 The management of the Club shall be vested in a Management Committee consisting of Chairman, Secretary, Treasurer, Social Secretary and Club Ride Organiser and other positions as agreed by the Committee

4.2 Members of the Management Committee shall be elected for a period of 1 year at the Annual General Meeting.

4.3 Retiring committee members are eligible for re-election.

4.4 Committee members will each have one vote. In the event of a tied vote the Chairman has the casting vote.

4.5 The Management Committee will control the admission of members. (See separate Joining

4.6 The Management Committee will determine and apply disciplinary procedures as appropriate. (See separate Disciplinary procedure)

4.7 The Treasurer will be responsible for all financial issues relating to the club, including collecting fees and arranging annual audit

4.8 Processing new member enquiries will be the responsibility of the Secretary.

4.9 The Social Secretary will be responsible for scheduling, and organising club social events

4.10 The ‘Club Rides Organiser’ shall be responsible for the organisation of club rides.

5. Meetings
An Annual General Meeting shall be held every year at a date agreed by the Committee which the annual report and statement of accounts, duly audited, shall be presented.

5.1 A minimum of 14 days notice of the AGM shall be given to all members.

5.2 An Extraordinary General Meeting may be convened at any time on the request of the Management Committee, or on receipt of a written requested signed by not less than 20% of the total membership.

5.3 Attendance of an AGM or EGM shall be a minimum of 10% of the total membership.

5.4 Management Committee meetings shall be held at least once every three months.

6. Subscriptions
6.1 The annual member’s subscription shall be determined from time to time by the Committee and the Committee shall in so doing make special provision for different classes of membership as it shall determine.

6.2 The annual subscription shall be due on joining the Club and thereafter on the 1st January.

6.3 Any member whose subscription is unpaid by the date falling 30 days after [the due date for payment] may be suspended by the Committee from some or all Club activities from a date to be determined by the Committee and until such payment is made, at the discretion of the Committee

6.4  The Committee shall, from time to time, have the power to determine the annual membership subscription and other fees. This shall include the power to make such increase in the subscription and the increase in subscriptions shall be advised to the members in writing with the reasons for any increase to be reported to the members at the next Annual General Meeting.

7. Dissolution
7.1 If the majority of the members decide to terminate the existence of the Club, any funds or equipment remaining after all debts have been paid, shall be handed to the Watton at Stone Sports and Social Club or Charity as proposed by the Committee and agreed by the members.

8. Change of Constitution
8.1 This constitution may be amended only if two thirds of those present at an EGM or AGM are in favour.

9.1 Disciplinary Procedure
9.1 The Club may by resolution, censure, suspend, or expel a member of the Club, if the member has:

9.2 Persistently refused or neglected to comply with a provision of the Constitution or Club ride guidelines or: Wilfully acted in a manner detrimental to the interests of the club or cycling

9.3 Where the Committee is of the opinion that a Member has acted in such a way as to merit disciplinary action a verbal warning is to be given to the member. If the member persists in his actions the Committee is to send a written warning to the member, following which the member may be expelled from the club if continues with his actions

9.4 At the discretion of the Committee they may convene a disciplinary hearing. The Committee in this instance must serve written notice on the member in question, stating the time, date and place of the hearing.

9.5 Appeals are to be made in writing to the Club Secretary within 30 days of the Committee’s decision or expulsion. After this date no appeals will be considered. The appeal in writing is to give the full explanation on why the Committee should reconsider their decision. It should be considered where possible by members of the Committee who did not deal with the original offence. If this is not possible the Committee may wish to involve Club members to consider the appeal.

10.0 Joining Procedure

10.1 New riders wishing to join the club should complete 3 club runs and then submit their application form to the Club Secretary

10.2  The Committee will then decide to invite the rider to join the Club

10.3 Where the rider is an experienced rider and a former member of another recognised cycling club, the above procedure may be waived at the discretion of the Committee.
